Ms. Martohue has more than twenty years of combined legal, planning, design and political experience representing individuals, businesses, coalitions and associations in connection with the private use of property. She represents clients before key decision makers in local government and agencies as well as in code enforcement proceedings, administrative appeals and judicial appeals at all levels of state court, including the Supreme Court of Florida and the U.S. Court of Appeals, Eleventh Circuit in matters relating to land use and zoning.

Deborah is a member of the Environmental and Land Use Law, Real Property Law and Appellate Practice Sections of the Florida Bar, the St. Petersburg Bar Association and served as Bar Committee Secretary for Student Education & Admissions. She is a graduate of the St. Petersburg Council of Neighborhoods Association program and served as Committee Chair of Grand Central District Association 2001-2003, a designated Florida Mainstreet. She is also a member of the Tampa Bay Beaches Chamber of Commerce and Grand Central District Association.

Ms. Martohue served as a City Commissioner and Vice Mayor of St. Pete Beach, Florida and as an appointed member of the Pinellas Planning Council 2004-2006. She also served on the 2025 Florida Transportation Steering Committee as Vice Chair of the Quality of Life and Environmental Stewardship Sub-Committee and as a member of the Florida League of Cities Transportation and Urban Administration Legislative Sub-Committee. She has served on numerous municipal and county legislative advisory committees involving land use, zoning, wireless communications, transportation and urban design.

Ms. Martohue is available to speak on issues related to Hometown Democracy, wireless communications, impact fees, land use and zoning matters.
